Avropa Birliyinin əhalisi Yer kürəsi əhalisinin cəmi 7%-ni təşkil etdiyinə baxmayaraq, o,tədqiat və innovasiya sahəsində liderdir. Belə ki, dünya üzrə əhəmiyyətli elmi nəşrlərin 32% və patentlərin 32% AB-nin payına düşür. Bu barədə "Rabitə dünyası"na məlumat verən Regional İnnovasiya Texnologiyaları Akademiyasının direktoru, AB-nin Azərbaycanda İKT Milli əlaqələndiricisi Tofiq Babayevin sözlərinə görə, üzv ölkələrinin dünyada rəqabət aparmaq bacarığının gücləndirilməsi və qabaqcıl rolunun saxlanılması məqsədi ilə 1984-cü ildən başlayaraq Avropa Birliyi Komissiyası müxtəlif istiqamətlərdə tədqiqatların aparılması üzrə proqramlar maliyyələşdirir.

On 28-30 November, 2012, a conference on EC-financed PICTURE (Policy dialogue in ICT to an Upper level for Reinforced EU-EECA Cooperation”), project was held in A.A. Dorodnicyn Computing Centre of RAS in Moscow. The conference was devoted to the reports on the work on the project throughout the year. Within the framework of the conference, a meeting of work groups that unite representatives of 12 countries of Eastern Europe and Central Asia;

PICTURE project will organize a validation and dissemination workshop on 29 November 2012 in Moscow, Russia. The purpose of the Workshop will be to discuss and validate the findings and achievements of project previous tasks, including a Roadmap for PICTURE support toICT policy dialogue and proposals for pilot projects that will be carried out during the next stages of the project. The Workshop will be attended by consortium partners, the EU and EECA ICT stakeholders, including policy makers, high-level specialists, and top researchers and leading industrial companies’ representatives. Additionally, the first meeting of PICTURE three working groups will be held during the Workshop. Dr.T. Babayev -director of R.I.T.A. and NCP ICT in Azerbaijan and experts- Prof. A. Bayramov (Institute of Phisics of ANAS) and Dr. E. Sabziyev (Cybernetics Institute of ANAS) will represent Azerbaijan in this event.

Director of R.I.T.A Dr. Babayev represented the Regional Innovative Technologies Academy (R.I.T.A.) at the international exhibition-conference “ITU World Telecom 2012” held in Dubai (UAE) on 14-18 October, 2012. At the exhibition, R.I.T.A. shared a booth with the Cybernetics Institute of ANAS in the national pavilion of the Azerbaijan Republic. Visitors of the conference were familiarized with the activities of R.I.T.A. and informed about PICTURE and IDEALIST2014 projects. Dr.Babayev met with official representatives of Nigeria – Lolla S. Emakpore, Director of Policy, Competition & International Affairs of Nigerian Communications Commission, Tanzania – Makange M. Mramba, Finance Manager of Tanzania Commission for Science & Technology, and Republic of Ghana – Issah Yahaya, Director of Policy Planning, Monitoring & Evaluation of Ministry of Communications. During the meeting, they were familiarized with ICP NETWORK and expressed interest in their countries becoming members of NCP ICT.
