NCP in Azerbaijan

7FP ICT NCP in Azerbaijan
ICT NCP team in Azerbaijan fulfills following NCP tasks on national level:
- regularly organizes Infodays and presentations devoted to Framework Progarms, ICT program of EC, informs interested organizations and specialists about ICT calls, Call results and successful projects, opportunities for Azerbaijan IT organizations in European Framework Programmes for R&D;

- useful information on programs and calls is translated into Azeri, sometimes if it is necessary into Russian languages and is distributed;

- CD-s in two (English and Azeri) languages containing information on FP7, results of previous FPs, PS system of Idealist and other additional information was prepared and disseminated on infodays and other ICT devoted events;

- NCP ICT team constantly disseminates information about FP7 in ICT related conferences, seminars and other events they took part, including international events held in framework of projects the team took part;

- NCP ICT provides support to SME such as advisory assistant, recommendations on search of projects in which they could participate;

- is competent to consult proposers in how to write a successful ICT proposal.


NCP ICT as a member of Idealist network is qualified to carry out partner search for ICT projects.

From 1998 to 2010 NCP ICT in Azerbaijan took part and successfully implemented 8 ICT EC projects.

- STACCIS (Support for Telematics Applications Co-operation with the Commonwealth of Independent States) (1996 - 1999 y.);
- WISTCIS (New Methods of Working for Information Society Technologies Programme Promotion to Commonwealth of Independent States), 2001 - 2003 yy.
- TELESOL (Telework Solutions for Promotion of EC Cooperation in Business and Research with the Commonwealth of Independent States), 2002-2005 yy.
- TRISTAN-EAST (Training of Multipliers and Awareness Nurturing in the 3rd Countries of EAST Europe (NIS), 2003-2004 yy.

- IDEALIST-extend (Extension of idealist34 project (the partner search and NCP support network for participants in the IST Priority) to INCO Balkan and NIS countries), 2005-2006
- Idealist7FP (continuation of Idealist project), 2008-2008
- Idealist2011(continuation of Idealist project),2009-2011

- EXTEND (Extending ICT research co-operation between the European Union, Eastern Europe and the Southern Caucasus) , 2002-2011

NCP ICT team has many good international contacts as well as contacts and good relations with all IT organizations of Azerbaijan.


Main activities of the R.I.T.A. as an NCP ICT for the last years
In 2009 we organized presentations about FP7, ICT in FP7, rules of participation, preparation and submission of proposals, current calls 4,5,6 etc. At the same time we told participants about IDEALIST Partner Search system and EXTEND.

We made presentations in Baku State University, Cybernetics Institute of Azerbaijan National Academy of Sciences (ANAS), National Aerospace Agency including 3 research institutes and 2 design departments, in IT institute of ANAS, Academy of Engineering and Architecture.

Kiber Ltd. from Azerbaijan was included in consortium which participated in Call5 but the project failed.

Besides, we help Cybernetics Institute and Kiber Ltd. in preparation and submission the proposal under CAPACITIES Programme of FP7 : Activity 7.6 Integrating Europe's neighbours into the ERA: ERA-WIDE activity (FP7-INCO-2010-6, ERA WIDE).

In the framework of EXTEND project two events were hold on 22 and 23 April 2010.

On 22 April 2010 Consultation Workshop with the view of determination ICT R&D priorities in Azerbaijan for 2010-2015 yy. 27 ICT experts attended the Workshop.

On 23 April 2010 the training Workshop "Getting started with EU ICT research" was held in Baku State University with participation of more than 80 IT specialists, professors and students.

Before Consultation Workshop on 17 March 2010 preparatory Infoday was held. On the Infoday clarification of main goals of the consultation process was given and discussions on current and future ICT research priorities in Azerbaijan were conducted. On the Infoday information about advantages of partner finding and involving in European projects through PS system had been given as well.

We gave 25 consultations on participation in ICT projects.
As there are no NCP's in Azerbaijan in any directions apart from ICT all researchers interested in participation in FP7 turn to us for consultation. So we gave 18 consultations to specialists in different fields such as biology, air space and environmental researches, linguistics and others trying to link their activity with ICT. We try to convince them that ICT project proposals we receive by PS system sometimes seek for specialists and organizations which are not related to ICT, for example biologists for testing developed software or devices.
