Participation in the first meeting of the EU-Azerbaijan Subcommittee

Tofig Babayev, Director of R.I.T.A., NCP ICT Azerbaijan, participated in the first meeting of the EU-Azerbaijan Subcommittee on Employment and Social Affairs, Public Health, Training, Education and Youth, Culture, Information Society and Audiovisual Policy, Science and Technology held on 9-10 February, 2012 in Baku. Dr. Babayev spoke in the section “Increase of research potential of Azerbaijan by researchers exchange and other means”, reporting on the work conducted by NCP Azerbaijan in 2009-2011 on increase of scientific potential of Azerbaijan by holding training workshops, infodays for dissemination of information on European Research Area.

Participation in the Briefing Session & Tutoring Session for Modules 1 and 2 of the “Academy of ICT Essentials for Government Leaders

Tofig Babayev, Director of R.I.T.A., NCP ICT Azerbaijan, participated in the Briefing Session & Tutoring Session for Modules 1 and 2 of the “Academy of ICT Essentials for Government Leaders” co-organized by UN-APCICT/ESCAP (the United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development/ Economic and Social Commission for Asia and the Pacific) along with the Civil Service Commission under the President of Azerbaijan and held on 6-7 February, 2012 in Baku. Dr. Babayev gave presentations on Module 9 (Disaster Risk Management) and Module 10 (ICT and Climate Change) at the briefing session on 6 February. Station of robust noise monitoring of anomalous seismic processes (RNM ASP station) developed at the Cybernetics Institute of ANAS for determination of time of anomalous seismic processes preceding earthquakes was given as an example of application of ICT in Disaster Risk Management.

Participation in PICTURE kick-off meeting

Tofig Babayev, Director of R.I.T.A., NCP ICT Azerbaijan, participated in the Kick-off meeting of PICTURE project (Policy dialogue in ICT to an Upper level for Reinforced EU-EECA Cooperation), which R.I.T.A. is a member of, held on 26-27 January, 2012 in Nice, France.
The meeting helped to identify ways to support the policy dialogue between the European Union and EEAC on scientific technical cooperation in ICT, to start discussions on creation of Thematic Working Groups and on identification of pilot projects.
The key meeting outcome is next 9 month work plan discussed and validated by all partners.

The EU ICT 7th Framework Programme

Tofig Babayev, Director of R.I.T.A., NCP ICT Azerbaijan, took part in the meeting in Oslo (Norway) on 20-21 September, 2011, devoted to the EU Horizon 2020 scientific research and technology programme. Exchange of opinion was conducted with ICT NCP representatives of the EU research and technology framework programmes from over 50 countries.
Workshops on the procedures of participation in the EU 7th Framework Programme were organized in March-May 2011. Innovative project proposals from all laboratories of the Institute were considered and 7 project proposals were selected to participate in the 7th Framework Programme.

R.I.T.A. participates in the projects of the 7th Framework Programme

Director of R.I.T.A., NCP ICT Azerbaijan Tofig Babayev paid a working visit to Brussels (Belgium) on 27-30 November, 2011.
The trip was initiated by the official invitation from the ICT Research and Innovation Department of the EU Information Society and Media Directorate General to participate in the 4th ICT Coordinators’ Day in Brussels on 28 November, 2011, and in the NCP meeting in Brussels on 29 November, 2011.

2 project proposals have been prepared for tenders announced by STCU – Science and Technology Center in Ukraine

2 project proposals for tenders announced by STCU – Scientific Technological Centre of Ukraine have been prepared with the assistance of R.I.T.A.:
* ‘Development of technology for determination of coordinates of anomalous seismic processes’ project approved by collaborators from 3 foreign countries (Canada, USA and Greece) was submitted to the tender announced by the Science and Technology Center in Ukraine.
By the resolution of the STCU Governing Board, the project was awarded the EU grant in the amount of 36,617 EUR.

A project in the direction of the 7th Framework Programme has been prepared and submitted

With the tutorial and consulting assistance of R.I.T.A, ‘Strengthening of scientific relations between the Cybernetics Institute of ANAS and the EU Scientific and Research Space’ project in the direction of the 7th Framework Programme of the Scientific and Research and Technological Development (FP7-INCO-2011-6.1, ERA WIDE). has been prepared and submitted. The project proposal has been prepared together with the following scientific research organizations: Institute Fresnel (Universite Paul Cezanne, France), Universitat de Barcelona (Spain), Politechnika Slaska (Poland), Dokuz Eylul University (Turkey) and Innoveo Consulting S.a r.l (Luxemburg). The project passed the first stage of commission.

Adalat Pashayev from the Cybernetics Institute took part in the conference in Morocco

As a result of participation in the EXTEND kick-off meeting in Tbilisi, a researcher of the Cybernetics Institute, head of Laboratory 11 ‘Problems of modelling and management in agriculture’ Adalat Pashayev, PhD in Mathematics, participated in the ‘Research ICT project between scientific centres of the Mediterranean basin and the EU’ conference organized by JOIN-MED, which was held in Rabat (Morocco) on 6-8 October, 2011. He familiarized the participants of the conference with scientific activities of the Cybernetics Institute.
